I have never heard of a "discount scrapbooking store" but here's my experience with scrapbooking supplies.
Craft stores (Michaels, ACMoores RagShop, etc) are always cheaper than specialty stores. Always. Check for clearance aisles. All of the Michaels stores I have ever been in have some scrapbooking stuff on clearance all the time an you can save a bundle. Also look for sales. I guarantee that Michaels and ACMoores will have easter sales in the next week or so. Check for ads and know the general prices for supplies.
Walmart (and Target) is often more expensive than the craft shops when it comes to scrapbooking and they usually have a horribly small selection.
You can also check websites like eBay for cheap scrapbooking supplies, people are always selling off their stash. You can sometimes get good deals on large lots, but keep an eye on shipping prices.

Honestly, I would try Ebay. I am an ebay seller and I ship to APO. Some don't. Just check with them. Many times, people are just looking to get rid of some of their stuff so the prices aren't too bad.
